Argentinian gambling analyst Rogelio Lugoni has published new market research examining why international gambling operators should rethink how they approach Argentina’s online gambling industry.
Published through argenpress.info, the report argues that despite headline figures showing a market worth up to $3.4bn and approximately eight million active players, Argentina should not be viewed as one unified gambling market. Instead, operators must navigate a complex network of provincial licensing systems, each with its own regulations, taxes and competitive landscape.
“Many operators still look at Argentina as a single market,” said Lugoni. “In reality, every province represents a different regulatory and commercial environment, requiring its own market strategy.”
Provincial regulation shapes market entry
Unlike countries such as Colombia or Peru, Argentina has no national online gambling licence. Instead, licensing authority lies with each individual province and the City of Buenos Aires. Buenos Aires Province, Buenos Aires City, Mendoza, Córdoba and Santa Fe all operate independent regulatory frameworks, while other provinces remain at different stages of market development.
According to Lugoni’s report, this means operators cannot simply “launch in Argentina”. Each province requires its own commercial, regulatory and operational approach.
Fragmentation also impacts players
The report claims that provincial fragmentation affects consumers as well as operators.
Players often struggle to distinguish between locally licensed operators, internationally licensed brands and completely unlicensed websites, particularly when platforms appear similar on the surface.
The research is based on Lugoni’s first-hand testing of more than 50 online gambling platforms, where every operator is assessed through account registration, real-money deposits, gameplay and withdrawal testing before any recommendation is published.
“The commercial challenge is obvious, but the player challenge is often overlooked,” Lugoni explained. “When licensing becomes difficult to understand, consumers find it much harder to identify which operators genuinely provide protection.”
Local strategy will become increasingly important
The report concludes that operators entering Argentina should focus on provincial market knowledge rather than treating the country as a single expansion opportunity.
Among the report’s key recommendations are:
- Develop province-specific market strategies
- Clearly display recognised licensing information
- Prioritise transparent withdrawal processes
- Adapt products to local regulatory requirements.
According to Lugoni, operators that successfully localise their approach will be better positioned as additional Argentine provinces continue developing regulated online gambling markets.
“Argentina remains one of Latin America’s biggest opportunities,” Lugoni concluded. “The companies that succeed will be those that understand the country market by market – not as one nationwide launch.”
