Scientific Games and 888 provide the DE Lottery with casino and poker platform services, which are used on Delaware Park, Dover Downs and Harrington Raceway’s online casino offerings. No other supplier deals are permitted.
On the sportsbook front, the three operators are tied into GVC subsidiary Stadium Technology Group for platform provision for single-bet wagering, again via DE Lottery.
For the existing parlay sports betting permitted via the DE Lottery pre-PASPA, William Hill is the state’s “exclusive risk manager”.

Sports betting: Suppliers receive 12.5% of revenue from the state. Of the remainder, the operators retain 40%, 10% is allocated to horseracing purses and the rest goes to the state.
Online casino: The first $3.75m goes to the state. After that, the state receives 43.5% of slots revenue and 29.4% of table game revenue.
